FTI Consulting to Lead Independent Evaluation of PHASES

We’re pleased to announce that FTI Consulting has been appointed as the independent Benefits Realisation and Evaluation Partner for the PHASES program.

A global business advisory firm with extensive experience in healthcare evaluation, FTI Consulting has led projects across state and federal governments, public hospitals, Primary Health Networks (PHNs), and the private sector. Their expertise will ensure that PHASES delivers measurable value and drives meaningful improvement in cardiovascular care.

As part of this partnership, FTI will:

  • Develop benefit indicators aligned with project goals
  • Monitor implementation progress over time
  • Assess outcomes and identify opportunities for improvement
  • Support ongoing evaluation through annual reporting and stakeholder engagement

FTI Consulting presented their proposed evaluation framework to the Joint Project Steering Committee on 19 June. Over the coming months, they will work closely with project partners to refine the approach and begin monitoring activities.

Stakeholder input will be an important part of this process. Opportunities to participate in the evaluation planning and assessment activities will be shared soon.

He led PwC’s assessment of options for state-based roles of the future Medicare Local National Body, and worked with more than 5 PHNs across transition, commissioning and performance management.

Somer specialises in the strategic review and evaluation of health programs and services including health research, child development assessments, disability services, and virtual health services. This includes the detailed assessment of current state, and development of future state models.

Laura Day brings extensive primary care experience to the project, and is familiar with delivering successful outcomes for PHNs, Queensland Health, General Practice and Commonwealth government stakeholders. Laura worked for two years in Queensland Health and was involved in the design of the initial purchasing framework for the 16 Hospital and Health Services.

Jeff previously held senior economic roles in Queensland Treasury, where he worked on the development, formation, and evaluation of services.

Sarah Cornell-Farrow is a senior economist with expertise in program evaluation, effectiveness and efficiency reviews. She holds a PhD in Economics and specialises in working with large datasets in education and health. Sarah has led the development of a framework to quantify the benefits of a digital early intervention program to prevent avoidable blindness, and an evaluation of the effectiveness of the NDIS.

Tom is an economist that is passionate in assisting both private and public sector clients with a well-rounded skillset. He has previously supported the development of quantitative economic frameworks, engagement with stakeholders, and the reporting of results. Tom is passionate in assisting the healthcare industry drive outcomes for all patients.

Funded by the Queensland Health Clinical Research Fellowship, the PHASES Linkage project connects general practice cardiovascular disease (CVD) risk data with hospitalisation and mortality data. This study aims to better understand how CVD risk impacts hospitalisation rates and assess the accuracy of the new CVD risk prediction equation in identifying high-risk individuals within Queensland’s population. 

The project will: 

  • Estimate the number of heart attacks and strokes that could be prevented with improved treatment for high CVD risk. 
  • Identify gaps in CVD prevention to inform future care strategies. 

Running in parallel with the PHASES project, PHASES Linkage highlights the power of data-driven insights to improve cardiovascular outcomes and reduce hospitalisations.
